Zeus engineers attributed this to their extreme focus on security, which was also a reason they long avoided a Windows version—they believed the Windows platform couldn't meet their performance, security, and reliability standards. Limitations and Development Challenges
Many viewed Zeus as a 'technical giant, market dwarf,' believing it had little chance of displacing Apache in the short term.
